    "content": "Clause 7 of the Bill contains proposals to address Government contracts entered into with county governments. Being another level of Government, county governments must also comply with this law when it is enacted, signed and assented to by the President. The clause provides that all contracts made in Kenya on behalf of a county government, must be made in the name of that county government and signed by all accounting officers. Of course in our case, the accounting officers are the Principal Secretaries, Chief Executive Officers of parastatals, the Clerk of the National Assembly and the Senate in terms of the legislature and the Chief Registrar of the Judiciary as the accounting officer of the Judiciary."
