    "content": "Clause 9 of the Bill provides that contracts of the performance of legal service on behalf of the national Government may be entered only under the authority of the Attorney General. This is a very important clause. It says the only office or the only person authorized to sign a contract on behalf of the national Government is the Attorney General, except contracts for Parliament and the Judiciary, because those are independent institutions and are independent arms of Government and they have their own legal departments that deal with contracts."
