    "content": "I thank our Departmental Committee on Finance and National Planning because we went through the Bill and we have suggested a raft of amendments to clauses 2, 4, 6, 7, 9 and 12. But in most cases, the amendments are not very significant. They were designed to make the Bill more friendly and clear. Otherwise, I thank the offices of the Hon. Speaker and Clerk of the National Assembly, our secretariat and Members of the Departmental Committee on Finance and National Planning for their dedication during the processing of this Bill, which has enabled us bring it to Second Reading."
