    "content": "We need to penalise people who sign contracts but not just those in office. The Act must provide penalties for people who get us into contracts that are either dubious, not workable or bad ones that make us lose money. This is provided in the Public Procurement and Asset Disposal Act. However, this Bill may need to go to the point of clearly saying what happens to such contracting officers. They can be delaying contracts."
