    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I would like to support this Bill. I support it because, at the moment, in terms of what would be critical in Government contracts, the regulations, practice and the manner in which they are done, we seem to have an emerging art and science of solicitation of negotiation to have undue influence in the process. I am particularly happy with Clause 12 which provides very clearly that there will not be an opportunity to have a contractor directly or indirectly agree to pay or engage in solicitation and negotiation to obtain a contract. This afternoon, as an august House, as we looked at the two- thirds gender Bill, there is a sense in which we sometimes have not appreciated the differential treatment that as citizens we experience in the effort to carry out our day to day duties and in realising our goals."
