    "content": "This law is obviously designed to protect the Government. If Hon. Millie were to give me attention, she might capture some of the things in her proposed amendment. The first thing is the issue she raised. Corruption has been defined and even in the Ethics and Anti-Corruption Commission Act, it includes sexual overtures and demands. Hon. Kioni has raised the issue that we could end up thinking we are cancelling a contract because it involved some sexual harassment, which obviously becomes double jeopardy."
