"content": "loans they take with banks are recalled and auctioned because the Government has failed to honour its part of the contract by paying them on time. So, one of the things I would like to see as we look at this Bill is a clause coming in through an amendment that will force Government to also deliver its part of the contract so that delays in payments or creating a culture of prompt payments becomes embedded in the Bill so that both sides of the contract are taken care of and the contractor and the Government are protected."
