    "content": "Mr. Speaker, Sir, this is a recommendation from the Attorney- General because, initially, we wanted Mr. Odhiambo to be charged for abuse of office but after taking the matter for review by the Attorney-General, he recommended to the PCK that the matter should be handled administratively. Part of the documents I have just tabled in the House is the recommendation of the Board and the letter of the Assistant Minister that Mr. Odhiambo could no longer be entrusted with the stewardship of the organization. That is what I think is administrative and that is the reason why he went home."
