    "content": "His Excellency the President gave a decree that the youth, women and people with disabilities be given 30 per cent of the contracts. That has not been followed. I want us to establish an oversight role in seeing that all contractors comply and complete the work that has been awarded to them. These international contractors can sue Kenya Government. So, being the legal advisor of this Republic of Kenya, I want the Attorney General to engage arbitration in the International Criminal Court (ICC) so that Kenyans’ money is indeed protected."
