    "content": "Again, this is about time management because we have much business ahead of us in this Order Paper – the Public Accounts Committee, the PIC Report and Private Members’ Bills. So, the HBC felt that debate on the Report of the Powers and Privileges Committee would be conducted within one hour and every Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party, would be given five minutes so that we dispose of this matter as fast as possible. Therefore, I will ask the Leader of the Minority Party, who was in the HBC meeting of last night, to second."
