But as we speak now, the contractor has seven months to go, having done only 16 percent and the assurance we have heard from the Assistant Minister. Since every road has a Government resident engineer, why would the Ministry allow substandard material to be used when a Government resident engineer is stationed there and he is supposed to certify the quality of the materials?"
