"content": " Thank you, Hon. Temporary Speaker for giving me this chance to contribute to this particular Motion on the Twenty Second Report on Audited Financial Statements for State Corporations. We create State corporations with particular objectives. One of the objectives is to try to open the country for development. Once that is done, State corporations should either be made private or the objective changed. The problem we have in the country is that we do not realise why some State corporations were started. Another issue that should be considered when establishing State corporations is security of the country by ensuring that the interest of the country is strategic, for example, when considering State corporations which are involved in security issues. These are the areas that should be taken into consideration. Having said that, we should make sure that money to State corporations is well guarded, accounted for and audited. The reason State corporations are not doing well in this country is because we have a tendency of doing the same thing. A State corporation is given money and within a short time, the money disappears and we are forced to refund the corporation. This is not the correct way. State corporations should be strategic and if not serving the purpose for which they were created, they should be made private. When it comes to the number of State corporations, this should be guided by the specific objectives the country wants to achieve instead of establishing State corporations left, right, and centre. I also tend to think that the Government has no business doing business directly. When some corporations engage in business, the business should be left to businesspeople to manage them. The purpose of a State corporation is not profit making. That is the rationale behind starting State corporations.
