Temporary Deputy Speaker, at the outset, my Committee is extremely grateful to the Office of the Speaker and that of the Clerk for the support the Committee received throughout the process of collating evidence and writing this Report. Their invaluable support has made this Report possible. It is also worth noting that the PAC Report for whose adoption I am moving is not just any other Report. Article 203(3) of the Constitution is very clear that once this Report is adopted by the House, it will form the basis for allocation of national revenue to the two levels of Government. It forms the basis of sharing national revenues between the two levels of Government. Therefore, this is a very important moment in the House."
