    "content": "The second issue is the Exchequer releases. Agencies, Ministries and State departments face the problem of either Exchequer late releases or complete failure to release the funds from the Exchequer. It therefore makes a joke of this House’s work in terms of passing the Budget and appropriating funds to those departments and agencies. So, something needs to be done. If for sure given the country’s capacity to collect revenue we are not able to support projects, then it should be made clear from the outset at the time of budget-making rather than dumping money in the Ministries in theory and yet in practice, the money is not there."
