    "content": "For what I have called corruption which is actually theft, there is clear evidence in this Report that departments, Ministries or commissions that engage in mega procurement projects have a corresponding high level of wastage of public funds. So, procurement is a very proper avenue for entrenching corruption. One of the methods through which money is stolen through procurement is in the manipulation of quotations.
