    "content": "These committees need to be taken seriously in terms of budget allocations to ensure that we do our work properly. As we were preparing this Report, we experienced various challenges which probably contributed to the delay in tabling the reports. We had issues of accounting officers not appearing on the scheduled days and even when they appear, they would delay in providing the necessary supportive documents as required. However, we managed to prepare this Report. As Hon. Members will see, there are serious economic crimes that have been committed by some departments. Just to mention a few, we realised the issues of pending bills is a serious issues that is cutting across all departments. Some are genuine and others are being misused by the accounting officers. Almost 90 per cent of departments have an issue with pending bills. The issue of legal fees ought to be looked into. You find that in some cases, the AG engages the legal services directly without involving the relevant departments. Some cases are just handled casually and the Government ends up losing. Sometimes, we get huge awards against the Government and huge legal fees that are unpaid."
