    "content": "abused and people end up losing a lot of money. It then becomes very difficult to pin anybody down in a bid to recover the money. We need to make sure that there are checks and balances so that as we use technology, we do not expose the savings that belong to Kenyans to a few individuals to benefit from. We need to ensure that registration and licensing of SACCOs is enhanced by tightening it so that it is not every Tom, Dick and Harry who joins the sector and leave when they wish. As most speakers have said, this sector has a lot of money generated through savings from Kenyans. It will be unfair if such savings are misused by a few people who then disappear in thin air. Generally, the proposed amendments to this law are very important but let us agree that the relevant parliamentary Committee should, very quickly, initiate a comprehensive review of the original Act so that at the end of the day, we have a legal framework which protects this important sector. With those remarks, I support."
