    "content": "I would like to start by thanking the Chairman and Members of the Departmental Committee on Finance and National Planning for this Bill. As those who have spoken before me have said, looking at the memorandum of this Bill, most of the amendments are aimed at aligning the principal Act with provisions of our new Constitution. I would like reiterate what the Chairman of the Constitutional Implementation Oversight Committee has said. There are legislations which are not yet aligned with the provisions of the new Constitution and still make reference to Ministers and local authorities."
