    "content": "The other good thing about this Bill is that, if the governor is not able to assume office, there is a clear provision of how a deputy governor assumes office. In case where the governor and the deputy governor are not able to assume office, it is clear and it is provided for here how the speaker of the county assembly assumes office. One of the things we were discussing as a Committee is that in a case where the speaker of the county assembly assumes office on a temporary arrangement before elections are conducted, we asked ourselves if the county speaker is also interested in contesting as a governor in case that allows, it does not come out clearly in the Bill. As we move forward, the House and the Senate should think of what happens because the speaker may also be interested in becoming a governor. In case the governor and the deputy governor are not there and there are free elections, the speaker might decide he wants to become a governor and, therefore, who assumes office at that time? These are some of the issues we need to address so that we do not have gaps which could cause issues."
