    "content": " Thank you, Hon. Temporary Deputy Speaker for allowing me an opportunity to support this very important Bill, regarding the assumption of office by the governor. I want to congratulate the drafters of this Bill because they have taken into account the most important aspect of handover to the new governor who will be elected. In the Second Schedule, it is clearly outlined that there should be a category of all the assets that the new governor and his county should inherit. The assets include the following; land, residential estates, staff housing, office blocks, learning institutions, farmland, rented premises and developed land, motor vehicles, plant and equipment, furniture, tangible and intangible assets, biological assets, heritage and cultural assets. I will give an example of the Nairobi City County where one-and-a-half years after we elected a new county governor, we still do not have a catalogue of all the public land. We do not have a roll call of all the assets, of the rented properties that are owned by the county government of Nairobi. It is sad that since the Governor took over the governorship of Nairobi County, he has not revoked the titles that were obtained fraudulently by grabbers of public utilities, for example, nursery schools, primary schools, hospitals and recreational centers. I would want to ask the County of Nairobi, together with the National Land Commission to tell us how many titles they have issued for the public schools in the city of Nairobi and how many titles have been issued for the markets. It is sad that even today, the grabbing of public utilities continues unabated. That is why you will find that every day hawkers are running away from council askaris because the only few markets that are there which were built decades ago are filled to capacity and our hawkers, traders, grocers and mitumba dealers have nowhere to display and sell their wares. I want to appeal to the Governor of Nairobi and remind him that he enjoyed our confidence. We supported him together with his running mate Polycarp Igathe. During the campaigns, the Governor of Nairobi personally admitted that the Deputy Governor would complement his abilities and capacities in the management of the city of Nairobi. After the resignation of Polycarp Igathe, a worthy technocrat who is now heading the equity bank, Governor Sonko has not found a suitable man or woman in the whole 4 million Kenyans living in Nairobi. Hon. Speaker, we mourn the absence of a deputy governor in this city who can work together with our governor and support his efforts. The work of a governor is not simple. It is time consuming; it is technical and it involves serving many residents. I appeal to Governor Sonko to hasten and honour his promise to the people of Nairobi by picking a man or woman to be his deputy to fill in his shortages and shortcomings so that he takes full responsibility for the management of Nairobi City which generates almost half of the country’s GDP. The people of Nairobi are suffering. The Nairobi Regeneration Programme has flashed out all hawkers from the roads, roundabouts, and open spaces. Where are the people of Nairobi expected to trade yet the Government has not built any stalls or markets for them?
