    "content": " Hon. Temporary Deputy Speaker, I am on borrowed copies of House records. Page 18 has the recommendation that I seek to amend. This recommendation states that the Accounting Officer, Dr. Kamau Thugge, should be reprimanded for accumulating pending bills amounting to Kshs632 billion at the National Treasury for the 2014/2015 Financial Year. The issue of pending bills is anticipated by our own laws under the Public Finance Management Act. There is no time that the Government will operate and pay all its bills."
