    "content": " Thank you, Hon. Temporary Deputy Speaker. Hon. Limo, as he says, is a serious legislator and his point of order was quite in order. I was just explaining the basis of that amendment. The PFM Act envisages that there will be pending bills at the end of every financial year. As you are aware, pending bills form the first charge in succeeding financial years.
