    "content": "On accumulated pending bills, I do not agree with the Mover when he says that it is normal. This is a bad practice which has to stop. In fact, I agree with the Committee that pending bills should be discouraged. The people to do that are those at the National Treasury. This recommendation should not have just targeted the Principal Secretary in regard to pending bills at the National Treasury. We should have made a recommendation that the Government should be clear with accounting officers that without money or if the money has not been released or if there is no AIE, then the accounting officer should not do procurement so that we do not accumulate pending bills. The reason there are no pending bills under the NG-CDF is because you cannot start procurement for a project unless and until there is AIE, which will not be released unless and until the finances are released."
