    "content": "Page 18 of this Report concerns the principal accounting officer, Mr. Kamau Thugge. It has recommended that he should be reprimanded for accumulating pending bills. Pending bills is a cancer not only to the national Government but also to county governments. This House is under obligation to come up with relevant legislation and budgetary provisions to deal with pending bills. Who do we owe these bills? They are Kenyan businesspeople. If they have provided goods and services, they should not have any money pending with Government. If they have provided the required goods and services, the Government either at the national or county level is under obligation to pay those Kenyans."
