The Report carries many things which I want to speak to. I was speaking to an amendment that was affecting a very minute part of the Report. Do I lose my rights to speak on the other matters just because I amended one small portion of the Report? There are many Members who also spoke to the same amendment. Will they also lose their chance of speaking to the Report?"
