"content": "The other issue that has also come out which is tied to corruption is that there are so many unsupported payments that continue to be done in various Government agencies and ministries. There are many examples of payments that were done but there are no vouchers, receipts and supporting documents. This is very serious because it is at the heart of corruption in Government.
