    "content": "Many colleagues have talked about unsupported expenditure. I do not see why we should be having unsupported expenditure. This is a way of hiding some wrong doings by the ministries. Every expenditure needs to be supported. I do not see a situation where a cashier enters expenditure in his cash book without supporting documents. If they are lost or destroyed, that means it is a question of theft, which should be handled by the right arm of the Government."
