    "content": "I see that I have an orange light. What I would like to add is that this Report needs to strengthen the components of culpability which cannot be always public officers. There was an individual in those dockets. It is within the norms of the reporting of the Committee to name them to enable the officers that follow up to pin down exactly who did what and when. That is what makes the Public Accounts Committee Report so critical. That is why it is anchored in the Constitution. There is no other Committee in this House that can enable Parliament to exercise its mandate. This Report should be sharp, clear and without fear or favour."
