    "content": " On a point of order, Mr. Deputy Speaker, Sir. I am raising this point on account of what Sen. Mutula Kilonzo Jnr. has said in regards to the Roads Bill. Whether a Bill is being moved by the Senate Majority Leader, if it is a Government Bill, so to speak, it should be the responsibility of the Committee to pursue it to conclusion. That is a matter within their docket. They should not leave it to the Senate Majority Leader because he is just a vehicle through which a Bill is moved. It is not for nothing that Bills are delegated to the Committees to come up with a report. Specifically because of the issue that Sen. Mutula Kilonzo Jnr. has raised on account of the budget making process and the fact that there is a lot of controversy between national highways and county roads, could the Chairman of the Committee be more specific because it is required of him by the Standing Orders? You are supposed to speak to the status of Bills; you do not leave it to the Senate Majority Leader. You come here and tell us why it has not been concluded. You give the status whether it is in The electronic version of the Senate Hansard Report is for information purposesonly.
