"content": "Madam Temporary Speaker, the Bill talks about a Board of Trustees, which is normal. It also proposes to have a Chief Executive Officer (CEO) of the Scheme under Clause 18.There is also a proposal to have a fund manager – because there will be a fund – under Clause 22(1). The first job of that person will be to implement the investment policy of the Scheme as approved by the Board. Clause 18(2) indicates that the CEO shall be an ex-official of the Board.
