    "content": " Mr. Speaker, Sir, I am not aware that I require to be gagged with regard to my docket which is the Ministry of Justice, National Cohesion and Constitutional Affairs. I speak on the International Criminal Court (ICC) from the perspective of justice. When the House requires that perspective, I will give it. I do not think I ought to be gagged because the suspects, witnesses and victims of the post-election violence are Kenyans and are entitled to hear from me, once in a while, on what the justice of the matter is."
