    "content": "Mr. Deputy Speaker, Sir, I know that you are aware of this. At this moment, you have set precedence by ordering the circulation of the Report before it is Tabled. I had a similar concern because Standing Order No. 213(7) is clear about circulation. It states that:- “Within forty eight hours after the report has been laid on the Table of the Senate, the Clerk shall publish the report in the parliamentary website and circulate copies to all Senators.” In terms of the tradition of the House, a Report can only be availed, even within a Committee, once it is Tabled on the Floor of the House. I just want to note that precedence. Because of the convenience, you have used Standing Order No. 1. I wanted to ask that before Sen. Wetangula raised it. I note that Sen. (Dr.) Mbito said very important things which were not in the report. I am also glad that before we come to the House, we will have this report available to us."
