"content": "Mr. Deputy Speaker, Sir, I do not know whether this is the time to make a request but I will proceed to make it anyway. The matter of the interpretation of the Constitution as to what concerns counties has become a matter of concern both on this Floor and in other jurisdictions. In fact, Sen. Sakaja circulated a video of a very prominent Member of Parliament (MP) interpreting Article 109(3) of the Constitution. He said that if the Public Service Commission (PSC), the Judicial Service Commission (JSC) and matters attendant thereto do not come to the Senate, matters concerning the Parliamentary Service Commission (PSC) should not come to the Senate. This is a complete misinterpretation, in my view, of what concerns counties. He even went further to the extent of talking about determination of matters or Bills that come to the Senate or National Assembly, pursuant to Article 110 (3), and suggested, The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate."
