    "content": "2012 which gives the county governments authority to have such a County Pension Fund. Therefore, it is important. I know that this preceded the Local Authorities Provident Fund Act and that is why there is this conversation about the Local Authorities Pensions Trust (LAPTRUST) and the Local Authorities Provident Fund (LAPFUND) that is already here. I want to look at Clause 6(1) and (2) which say that- β€œ(1) The management of the Scheme shall be vested in a Board of Trustees of the Scheme. (2) The Board shall consist of the following members-” They have indicated that the people shall be nominated by trade unions, they shall be representing the County Public Service Boards (CPSBs) and the chief executive but interestingly, in the principle of Article 10 which talks of the National Values and Principles of Governance, in light of the Bill or Rights, I would have expected the inclusion of the young people and persons with disabilities (PWDs). However, I want to laud Clause 6(3) which states that- β€œThe Speaker of the Senate shall convene a meeting of the County Assembly Service Boards for the purpose of nominating the representatives under subsection 2(f)” This is critical considering that the Senate is the protector and custodian of the Constitution and devolution."
