    "content": "Madam Temporary Speaker, the Building Bridges Initiatives team is proposing a three-tier Government, when we are still trying to ensure that devolution works. The purpose of this Bill is to ensure that devolution works. We should not be concerned about how to expand by creating another--- In fact, the reason people fight in this country is because of negative ethnicity and corruption. It is also because we have many unemployed people and workers whose rights have been trampled on. Some counties and companies are not remitting statutory deductions."
