We have the Constitution providing even for the composition of the Commission but the parent Act, does not reflect that. The Parliamentary Service Act of 2000, has no reference to the Senate. So, the crime that both the 11th and 12th Parliaments are accused of doing is to try and actualise some of those obvious positions."
