    "content": "The reason for this is to make it clear. The Clause talks about allowing the defence in the country to proceed in one way or the other without following normal laid down procedure in case of an emergency. The word “interim” was confusing a bit. It was the view of the Committee that we should be clear by changing it to the word “emergency”."
