    "content": "I think what my colleagues have said it is true. The reality on the ground is that contractors are having difficulties and there are many who have been auctioned. We know those of us who are in the contracting business and I am not one of them. However, I know they will be very happy with this kind of an amendment, although it is very dangerous. One, I think, it should be in the Regulations so as to allow some latitude with the person effecting it. So as to know when it should be applied or not applied."
