I want to inform the House that there is not contract that can be given without following the Public Finance Management (PFM) Act and the Public Procurement and Assets Disposal Act. I want to call upon the Members to read the Public Accounts Committee (PAC) report. The elephant in the House is to ensure that accounting officers follow these laws. The issues of pending Bills and disbursement of funds from the National Treasury have been addressed. So, I think this amendment, in as much as I respect Hon. Tonui, may not be well placed."
