    "content": " Thank you, Hon. Temporary Deputy Chairman. Let me read Section 10 of the Bill which states: “10. Besides any contract is entered into the contracting authority shall comply with the provisions of the Public Procurement and Assets Disposal Act of 2015. The Regulations made thereafter, the Public Private Partnership Act of 2013 and any other applicable law.” Already section 10 is referring us to the Public Procurement and Assets Disposal Act and section 44(1) is referring us to section 53 and 54(1) of the same Regulation. I am also a victim. There are many people out there who have pending Bills. That is administrative and that is why the National Treasury has asked each county and Government entity to review and analyse whether those pending Bills need to be paid or not. We cannot put that in law."
