    "content": " Thank you, Hon. Temporary Deputy Chairman. I stand to support the amendment basically because sometimes we forget and we start addressing the consequences and not the causes. I have just heard one of my honourable colleagues talking about anticipatory awarding of contracts. That is basically the problem that we have. This particular amendment would ensure that no contract which does not have the funds available for it is entered into. If you wish to enter a contract which is beyond the funds that you have in your budget, you would have a supplementary contract thereafter. You can have three contracts for one project. You can have a contract for the beginning of the project where you have Kshs10 million and you split the contract into three. The second time you offer a tender, you also offer it to other contractors. It is quite easy to do.
