As much as I appreciate what the Leader of the Majority Party is saying – he is absolutely right in saying that there are other laws – sometimes we have to stress and put it in a way that accounting officers understand it very clearly. I sit in the Special Funds Accounts Committee (SFAC). We find so many problems of anticipatory contracts, where contractors start charging interest at exorbitant rates. So, I see no reason why we cannot accept this amendment. Thank you."
