    "content": "If I have a certificate of completion, and EACC has stopped payment …. What we trying to do contravenes the Anti-Corruption and Economic Crimes Act. The amendment says that anybody who gets a certificate of completion, whether the certificate is fake and dubious, must be paid. That is what it says. It says that, “all payments of contracts due shall be made according to the sequence of date of completion.” So, the integrity aspect is not there."
