"content": "understand the basic principles of legislative drafting. The first one is that the Constitution is superior to any guideline or legislation. Any society that is governed by the rule of law, access to information is a core anchor of society. The Constitution is very clear; it does not say access to information held by the State. Saying that we shall provide guidelines is like saying that we are providing subsidiary legislation or regulations. That is exactly what happens. Guidelines and regulations are subsidiary to the main Act."
