Temporary Deputy Chairman, I beg to move: THAT, clause 2 of the Bill be amended in the definition of the term “contracting authority” by deleting the word “and” wherever it appears in paragraph (b) and substituting therefor the word “or”; This amendment seeks to ensure that the provisions contained in the paragraph are referred to as alternatives and not collectively. Therefore, we are dealing with the word “and” and “or”. It is the rephrase of the drafting so that it is clear that these are alternatives and not collectively."
