    "content": "Thank you, Mr. Deputy Speaker, Sir. Allow me to congratulate Sen. Wambua for bringing this topic to the Floor of this House. As my fellow Senators have said, this is a countrywide problem. It is happening in all counties. As they have emphasised, it is not good to make people work, do projects, complete them then not pay them. People should be paid for their services. It behoves the Senate to get serious on this matter and make sure that counties pay their bills on time."
