However, I kept wondering whether it is this House that may not be effectively conducting its work or the powers that should have been vested in this House were diluted at some stage of making the Constitution. This House was supposed to be the „Upper‟ House. It should be the House that carries the precedence of overseeing finance and other important matters; both at the national and at the county level. That is something that your office could pick up at the material time. This could be done, probably, during the referendum, if it will ever happen.
