    "content": "Mr. Temporary Deputy Speaker, Sir, factories owned by farmers are run by Board of Directors who should be able to be making decisions, which are made by a similar Board of Directors at KTDA. Then one wonders why? Why must farmers pay Directors who are stationed at factories? Why should they be paid for staying without making any decision and pay other Directors seated here in Nairobi, calling them, KTDA making decisions and pay themselves handsomely? These are some of the challenges which I think are policy issues. I think the Minister is also supposed to address these issues. Maybe, the Bill was not meant to address those issues. But there are other policy issues which need to be addressed, so that the farmer benefits from the tea business."
