    "content": "(Sen. (Prof.) Kindiki): I will start with my communication on the scope and application of Standing Order No. 1 because it is shorter and because of time, I will summarise. Hon. Senators, as you will recall, during yesterday‟s deliberations on the interim Report by the Chairperson of the Standing Committee on Health on Universal Health Care (UHC) and the Managed Equipment Services (MES) program, a question arose on the scope and extent of application of Standing Order No. 1. Owing to the fact that it is a matter that is raised in the House from time to time, the Chair undertook to issue guidance to elaborate on the principle and purpose of the Standing Order and its application. For the benefit of the House, Standing Order No. 1(1) and (2) states as follows- “1. In all cases where matters are not expressly provided for by these Standing Orders or by other Orders of the Senate, any procedural question shall be decided by the Speaker. 2. The decisions made in paragraph (1) shall be based on the Constitution of Kenya, statute law and the usages, forms, precedents, customs, procedures and The electronic version of the Senate Hansard Report is for information purposesonly.
