Senators, I will not do the introductions because this is something that is in the Constitution. As you are aware, this issue on what constitutes a matter concerning counties has implications on how we vote on it. Second, the interpretation of what constitutes matters concerning counties is what has been used to try and frustrate this House by mechanically, simplistically and parochially looking at the law and Constitution.
